See for more information.Related Subreddits.Related Websites. (NSFW). It isn't impossible, it just requires a lot of tedious work if you want to make it look good. TPishek already mentioned one of my mods, Five O'Clock Shadow, that adds the ability for your character's facial hair to grow.
Of what the mod looks like in action. The same system, which essentially swaps out models, could be used to make it appear like a character's hair was growing. It was easier to make facial hair grow since a lot of models already exist in the vanilla game for various stages of growth and all I needed to do was make more intermediate lengths of facial hair by slightly manipulating (usually shrinking, enlarging, or scaling along the vertical axis) of existing models.
Hair models are a trickier since the existing models are very different from one another so it isn't quite as easy to make a subtle transition. I modified all of the facial hair models with NifSkope since I couldn't get the importing and exporting of models working with Blender. However, being restricted to NifSkope also meant that there was only so much I could do without sinking countless hours into more substantial modifications of existing models. Ideally someone would make sets of models specifically with this kind of mod in mind, but so far it seems like most hair mods include wildly varying hairstyles instead of a few hairstyles with a lot of different lengths.
